			<content:encoded><![CDATA[<p><a href="http://blueinredzion.com/wp-content/uploads/2010/01/wimmec.jpg"><img class="alignleft size-full wp-image-828" title="wimmec" src="http://blueinredzion.com/wp-content/uploads/2010/01/wimmec.jpg" alt="" width="106" height="144" align="left" /></a>You know, I should institute a new policy, just don&#8217;t write posts about Representative Carl Wimmer (R-Herriman-<a href="http://www.le.utah.gov/house/DistrictInfo/newMaps/SaltLake/District52.htm">District 52</a>) &#8211; he is just so diametrically opposite from me that it is not even funny, and I am convinced that he would not know how to propose a good bill if we were to sit him down in a 4th grade civics class.</p>
<p>Well, I have to admit that <a href="http://le.utah.gov/~2010/bills/hbillint/hb0114.htm">HB 114</a> &#8211; Disclosure of Donations to Higher Education Institutions is not so much a bad bill as a bill that just makes no sense.</p>
<p>You see, the bill wants to require the disclosure of any gifts from a foreign person to the Board of Regents if the gift is above $50,000.  Now, if any other legislator would have proposed this bill, I probably would have just shrugged my shoulders and simply have said &#8220;whatever,&#8221; but my sick fascination makes me have to wonder why Wimmer cares so much about <em>this</em> education issue.</p>
<p>Is he concerned that Osama Bin Laden is funding research at Utah State? Is he concerned that no one would notice all the big skull and crossbones on the boxes leaving the lab? Does he think that it is bad for foreign individuals and companies to invest in our schools&#8230;where the school would own the rights to the research? Does he think that foreign students would only be allowed in the labs and that none of the students or professors would write down their research? AAAACK!!!! Where is this coming from Representative?! Please tell me.</p>
<p>Perhaps the biggest question &#8211; why do we need to spend the time debating this bill in the first place.</p>
<p>So I am going to mark this bill down as one I am against, can someone out their possibly explain why we need this bill?</p>

			<content:encoded><![CDATA[<p><a href="http://blueinredzion.com/wp-content/uploads/2010/01/wimmec.jpg"><img class="alignleft size-full wp-image-828" title="wimmec" src="http://blueinredzion.com/wp-content/uploads/2010/01/wimmec.jpg" alt="" width="106" height="144" align="left" /></a>I swear, I did not set out to pick apart Carl Wimmer (R-Herriman-<a href="http://www.le.utah.gov/house/DistrictInfo/newMaps/SaltLake/District52.htm">District 52</a>) during this legislative session, it just seems to me that he is one of the worst legislators when it comes to drafting sound policy.</p>
<p>I direct your attention to <a href="http://le.utah.gov/~2010/bills/hbillint/hb0217.htm">HB 217</a> &#8211; Income Tax Revisions.</p>
<p>I want you all to think back to 2007, times were ok, though not great, but Utah&#8217;s economy was starting to settle into nice, steady, growth. The argument was put forward that, because times will always be good, we should simply have a flat tax of 5%, if only because we wouldn&#8217;t have to adjust things and upset people when we do &#8211; sure, we may loose a few bucks here and there, but overall, the citizens of our state will be happier.</p>
<p>And then the bubble burst. Because we don&#8217;t have different taxes for different incomes, it is alot more difficult to balance the budget without going back to the old formula &#8211; we would have to raise taxes in an attempt to raise revenue.</p>
<p>So, Wimmer, being the smart policy maker that he is, attempts to balance the budget&#8230;by lowering taxes even more.</p>
<p>Yes folks, Wimmer is using the classic &#8220;trickle down&#8221; argument to justify tax cuts in a year where vital services are being slashed in an attempt to stay afloat. And he is not doing this by a small amount, no sir, he is doing it by reducing the corporate and personal income tax by a full .25%. Now that may not sound much to you, but when your billion dollar plus budget takes a .25% hit, you notice. In fact the <a href="http://www.le.state.ut.us/lfa/fnotes/2010/HB0217.fn.htm">fiscal note </a>attached to this bill says that we would notice it to the tune of over $1.6 million over just the next two years.</p>
<p>That is $1.6 million we no longer have during thin times when dollars are already being stretch thin. That is $1.6 million the taxpayer is already used to paying. That is $1.6 million that originally would have gone to our schools, and just our schools &#8211; all because Wimmer feels that money will simply trickle down from the top.</p>
<p>Now I have always been a fan of &#8220;trickle down economics&#8221; because its name is so descriptive &#8211; it is literally the rich pissing on the middle and lower classes &#8211; they get to buy an extra flat screen TV and we get to buy an extra tank of gas in a given year.Yes, if you earn $20,000, you get a whopping $50 more in a year.</p>
<p>Wimmer fails to realize that, as Oliver Wendell Holmes put it, taxes are the price we pay to live in a civilized society. We are not in fat times where lavish spending is taking place for government services, rather we are living in times where vitally important programs such as meals on wheels and CHIP are being cut in an attempt to maintain some sort of service, we are living in a time where roads go one extra year without maintenance, we are living in a time where schools are asked to use the same books again. We are living in a time where everyone is tightening up &#8211; and Wimmer, apparently, wants to take even that away.</p>
<p>This is not the time for tax cuts.  If I am wrong, it means that the recession lasts a bit longer that it could have, but if I am right, we have created long lasting damage that could take years to recover from.</p>

Thankfully, Representative Bradley Last (R &#8211; Saint George &#8211; <a href="http://www.le.state.ut.us/house/DistrictInfo/newMaps/District71.htm">District 71</a>) is attempting to pass a bill that plans for our economic and educational future with <a href="http://le.utah.gov/~2010/bills/hbillint/hb0194.htm">HB 194</a> &#8211; Grants for Math Teacher Training.</p>
<p>The bill will give $250,000 to the State Board of Education so that it can award grants to colleges, universities, and non-profit educational groups who set up math teacher training courses.</p>
<p>My only real complaint is that I feel this bill does not go far enough for specialized education funding. I, of course, would like to see our state place a greater emphasis on the arts and science as well. Math is all well and good, but what good is it if all of our students are food eating computers? There needs to be something behind the calculations to make it all make sense. As we move away from a manufacturing and agricultural economy, more and more workers will need to think abstractly &#8211; they will need to be able to put the pieces together.</p>
<p>But, this bill is a good thing, we need to fund our schools and we need to produce quality teachers &#8211; even if it is in just one field.</p>

<p>Now, before I dive into things, know that this bill has nothing to do with immigration aside from the fact this bill makes clear that children of illegal immigrants still fall under a different set of rules.</p>
<p>No, this bill makes it more difficult for out of state students to get a degree in the first place. </p>
<p>Right now the bill states that your nonresident status is waved if you attended high school in Utah for three years, got a diploma from a Utah high school, or entered school before the 2002-03 school year.  This bill would add the requirement that out of state students must not have a job while attending school.</p>
<p>Just sit on that one for a second &#8211; you CAN NOT have a job while in COLLEGE if you are not from here.</p>
<p>Now I don&#8217;t know what world Representative Greenwood comes from, but a job is all but necessary for students these days.  I know I constantly needed a job while in school and I  qualified for instate tuition &#8211; now pile on to that the fact that you are not from Utah.</p>
<p>How exactly is this supposed to help anyone? Either we make it financially impossible for talent to come to our schools, or we charge the few who do even more money because they are forced to take a job just to stay in school &#8211; making these students take even longer to finish a degree.</p>
<p>Is this bill just to be mean to people who want to take advantage of our fine educational facilities? Is this bill somehow supposed to defray the costs for those students who are from this state? Is this bill a giant &#8216;eff you to other states? I honestly don&#8217;t know.</p>
<p>Now if there is one thing I know about education, especially higher education, it is that it needs diversity to truly thrive.  If this bill were to pass, we would make it even more difficult for people to gain an education.</p>

<div style="text-align:justify;">First, the bill itself.  Basically it would allow state school boards to determine the terms and conditions surrounding teachers employment and termination while overturning the Utah Orderly School Termination Procedures Act.  Now I will fully admit that I have not read this act so I don&#8217;t know if this is something worth keeping; what I do know is that I am in favor of merrit pay and holding teachers to the same standards as other public jobs wherein you have to perform.</p>
<p>But herein lies the problem.  I do not trust Representative Wimmer&#8217;s intentions.  I suspect that this bill was written as a sort of union busting bill that goes out of its way to harm the UEA.  This is simply unacceptable as the Utah Education Association seems to be the only organization that actually fights for public schools over private interests.</p>
<p>I will be interested to see where this one goes if only because I know I can&#8217;t really trust the Republicans on these sorts of bills, and they are very sneaky when it comes to things like harming public education.</p>

			<content:encoded><![CDATA[<p><a href="http://4.bp.blogspot.com/_co3wu2CRTpo/SWpyhW4ukqI/AAAAAAAAAk0/9nqvNBTyso0/s1600-h/Hemingway.jpg"><img style="float:left;cursor:pointer;width:106px;height:144px;margin:0 10px 10px 0;" src="http://4.bp.blogspot.com/_co3wu2CRTpo/SWpyhW4ukqI/AAAAAAAAAk0/9nqvNBTyso0/s200/Hemingway.jpg" alt="" border="0" /></a>Out of all of the bills I have been encouraging you to watch, I have to say that <a href="http://le.utah.gov/%7E2009/bills/hbillint/hb0082.htm">H.B. 82</a> by Representative Lynn Hemingway (D – Murray/Holladay/Millcreek, <a href="http://www.le.state.ut.us/house/DistrictInfo/newMaps/SaltLake/District40.htm">District 40</a>) is one of the most unique and innovative so far discussed.
<div style="text-align:justify;">For far to long teacher recruitment and retention has been a problem in Utah; salaries are too low and housing / cost of living expenses are too high for most teachers. What H.B. 82 aims to do is make it a little easier for teachers to get into homes and stay in them.</p>
<p>The concept is simple really: A teacher, upon being hired by a school district, will be eligible to receive a loan from the state for up to $15,000, to be repaid at any time. What makes the bill interesting is that if a teacher stays employed for ten years in the state as a teacher, they will have this debt completely removed aside from interest owed on the debt itself.  If a teacher leaves the state before they taught for five years, they owe the entire amount; if they taught for five to ten years they owe a partial amount.</p>
<p>In essence this is a pay raise for teachers cleverly disguised as loan program – it is a merit system that rewards teachers for doing well and keeping their jobs and “punishes” those who only teach while their spouse goes of and gets their degree in something and promptly leaves the state (an all to common occurrence that leaves school districts with constant shortages).</p>
<p>I am all for these types of bills.  Sadly the trend in this state is to ignore teacher pay yet expect those same teachers to be of a high caliber.  By finding innovated solutions to the same old problem, Hemingway is proposing something that changes the status quo while benefiting those who teach our children.</p>
<p>Unfortunately I am concerned about the fate of this bill as it does require the state to spend money during an economic crunch. Let us also not forget that the House Republicans do enjoy sticking it to public schools whenever possible.  I trust the Utah Education Association has already caught wind of this bill and will fight hard to get it passed.</p>

		<title>The Importance of Unpleasantness</title>

			<content:encoded><![CDATA[<div style="text-align:justify;">Tonight, as I do every two out of three Thursdays, I volunteered my time with <a href="http://www.saltlakepeercourt.org/">Salt Lake Peer Court</a> – a fantastic organization that helps troubled youth.  </div>

<div style="text-align:justify;">My main obligation is focused around making sure the four students I am in charge of do what they are supposed to be doing.  During downtime, of course, we tend to chew the fat. </div>
<div style="text-align:justify;"></div>
<div style="text-align:justify;">Well tonight was no different, aside from the conversation the night was just like any other.  At one point we discussing movies and, more specifically, certain important movies.  Somehow the discussion moved towards a discussion of Schindler’s List.  I had made the comment that it was probably a little before these 16 and 17 year olds time but that they should watch it for its cultural value alone. </div>

<div style="text-align:justify;">“What is it rated?” one of my kids stated. “An extremely hard R – there is nudity, but certainly not sexual, severe violence, I mean it was about the holocaust after all, and some language.” “Oh, I can’t watch it then.  We are Mormon after all.”</div>
<div style="text-align:justify;"></div>
<div style="text-align:justify;">Stunned, I replied that it is one of those movies that you should watch, if only for its historical importance and that, frankly being Mormon is not a very good excuse. The response I got back was equally disturbing - “well I can learn about the holocaust with out actually having to see images of it.” My reply of “you simply can’t learn about it without the images,” was the last word I got in before we had to move on to our next case.</div>
<div style="text-align:justify;"></div>
<div style="text-align:justify;">But this got me thinking (and typing).  There are certain things in life that require us to face the unpleasantness, and even evil, that humanity can and does exercise form time-to-time. Sometimes this requires us to break rules that we normally hold in high regard (not watching R rated movies for example) because the value we gain from experiencing something far outweighs any arbitrary rule. To not do something that is of high cultural value simply because “I’m Mormon” is just not good enough of an answer.  Schindler’s List is not the same as Zach and Miri Make A Porno or 300, yet moral absolutes cause people to make decisions such as this.</div>
<div style="text-align:justify;"></div>
<div style="text-align:justify;">To not see, or not allow a child, to see a piece of art simply because of a naughty bit is wrong.  It breeds apathy and mental sloth. In cases such as this it is a moral imperative that we do show these things (age appropriate of course) if only because they are so impressionable.  They must know that people are capable of bad things and that we must do what we can to prevent them.  To use a turn of phrase – those who fail to understand history are doomed to repeat it. </div>

<div style="text-align:justify;">Likewise we must make exceptions for the opposite side of humanity – art that expresses our beauty, intelligence, and humanity.  </div>
<div style="text-align:justify;"></div>
<div style="text-align:justify;">Art has always been an iffy thing, and there is always going to be room for debate as to what is and is not culturally important.  But what I hope we can all agree on is that there are certain things – knowledge of the holocaust, the works of William Shakespeare, the Ku Klux Klan’s lynchings and the resulting atrocities surrounding the civil rights movement, and the beauty of <a href="http://theboard.byu.edu/filelib/Documents/38310%20Y%20excludes%204%20Rodin%20sculptures%20citing%20lack%20of%20dignity%20not%20nudity.htm">Rodin’s The Kiss</a>.  All of these things must be part of a well-rounded person’s upbringing.  Yes they might be unpleasant for the viewer, but they all speak volumes about humanity and they must be known.</div>
<div style="text-align:justify;"></div>
<div style="text-align:justify;">But it is true that art causes freethinking, and freethinking can be a dangerous thing…</div>

<div align="justify">Everything form Nostradamus to the 2012 end of world prophecy seems to be fair game. Now I will grant you that Nostradamus did in fact live in the past and is, therefore, history and that 2012 is a year that exists in a time continuum that will one day be considered history, but this is about where it should end in regards to calling these sorts of events &#8220;history&#8221; worthy. I will also grant you that Christianity is an important part of our Western tradition and that it is important to understand the stories and beliefs of the past to understand how the present is formed. But there is a point where one says enough and it becomes blatantly obvious that the network is not relaying facts, but pushing a certain agenda. </div>
<div align="justify">As I was discussing this with one of my friends (yes I do actually have friends) she (yes I have female friends) replied that this is just the time of the year when this sort of stuff starts to pop up. It is true that it is becoming tradition that the birth of Jesus automatically coincides with the death of the world – something I am sure Jesus would just be tickled pink about. Also I acknowledge that the History Channel is a private network and has the right to air whatever they wish. Again, I have no problem with this per se, but in my mind it is disturbing to have these types of shows on a network called &#8220;The History Channel.&#8221; History implies hard set facts and points in the past – not inferences about what may happen and an overabundance of one particular mode of thought. </div>
<div align="justify">I am concerned that things such as the end of days talk is producing a sort of a sort of malaise in regards to current pressing issues such as global warming or education policy – anything that directly affects our future on this planet – in other words just about all of public policy. Why worry about melting ice caps when Jesus is just going to whisk us away &#8220;in a few years?&#8221; Why concern yourself with famine in Africa when we all know the true believers will be safe &#8220;soon?&#8221; Why invest in things like public education – teaching students radical things such as the Earth is billions of years old when you know they are wrong and will soon live a life in purgatory? </div>
<div align="justify">Now before any radicals start jumping down my throat, please consider this: I may be wrong – the world may actually be coming to an end very soon, perhaps tomorrow. If this is in fact the case, I am still thankful that I lived my life to the fullest and not under a rock. If, however, you are wrong, that the world will go on for one, two, five, ten, ten-thousand generations, is it really smart to live your life thinking that the world is going to end? </div>
<div align="justify">In the scientific sense the world will, indeed, come to an end – the sun will one day, billions of years from now, consume the Earth and everything that is on it. But this does not mean that we should create policy based on this fact. We should base things on the fact that the sun will rise tomorrow and that we do have a future to consider. </div>
<div align="justify">So shame on you History Channel for creating an environment where people are more concerned about the world ending than the world continuing. Of course I could be wrong – I mean sometimes prophecies come true…right?</div>
